wondering if anyone knows which govenment legislated to buil the wimera mallee chanel system

The Goulburn & Delatite rivers were dammed for Sugarloaf Weir in 1915; the Bon station 'Wappan' was sold to make way, but while Anne moved to the Windsor Hotel in 1930, her son William remained until the waters were up to the homestead before moving to the Menzies Hotel (date unknown).
