Peter Winstone at the Department of Works, Hawthorn, 1961. He was the secretary of the River Murray Commission & personal assistant to the permanent head and his deputy. The River Murray Commission was formed by an agreement between the Federal, New South Wales, Victorian and South Australian Governments and controlled works and projects that were carried out on the river.
