Before WWI, was free health care universally available in Victoria, or was access to hospitals only available to those who could afford it?

Museum Victoria Comment
Hi Hannah, thankyou for your enquiry. The Department of Human Services has some really interesting information on their website about the history of the public health system in Australia. You can find the details here: http://www.dhs.vic.gov.au/nphp/publications/broch/sectn002.htm
