It's actually the former head office of the State Savings Bank of Victoria, at the corner of Bourke and Elizabeth Street. Adding to the confusion may be that the photograph is reproduced in reverse.

Peter Barrett is correct - this is the State Bank, and the image is reversed. There is a matching image on the State Library database. Also it dates from 1934, when city buildings were illuminated for Victoria's centenary - the illuminated posts on the street were part of the decorations.
