Summary:: Wesels rotary beveller.

A beveler was used to bevel the edges of the curved stereotype plate so that small clips of the cylinder could hold the plate beneath the level of the plate so that they didn't print when the cylinder turned.

From its size, it would appear that it is hand held and it is possible that it is used in a similar way to a rasp to hand work the edges of a plate.

Wesels were manufacturers in New York, USA, and supplied, among other things, ancillary items to C. B. Cottrell & Sons, manufacturers of the Cottrell Press.
