Cannot be at Victor Harbor as the gauge of the tramway is wrong (Victor Harbor was/is 5ft 3ins). The tram in the pic looks like 2-feet gauge. I think the fact that one horse is called Onslow is a bit of a hint as to its location - that place did have a 2ft-gauge jetty tram at one time.
