Originally identified as Perth, however there were no steam trams operating there. Location is more likely to be Sydney. (AR 14/2/2006).

This photo is most likely of a Newcastle steam tram. These operated in Newcastle until the mid 1920's when electrification of the system was completed. The type of destination box on the front apron is a strong clue, as well as the type of buildings in the background. Perhaps if the destinations displayed on the steam motor and trailer could be read, this would positively identify the location.
