This looks to be the old Lagoon in Port Melbourne

This would the lagoon, a remnant of the old yarra river which became a place to moor small boats and later was filled in with rubble including waste from the old south melbourne gas works. Around the second world war a naval base HMAS Lonsdale was built on the site and circa mid 1990's the site was turned into apartments. I think the old warehouse are still there and are also apartments.
