The description is wrong in this photo. This is most likely the construction of tanks at Gellibrand Pier in Williamstown, that is operated by Mobil. The pier construction can also be seen in the background.

Yes indeed it is the Pt Gellibrand tank farm that filled in the little bay where the convicts were transported from the penal hulks in the 1850-60's. A small jetty was constucted. On the breakwater on the right was the tidal guage and the 1854 stone marker of the breakwater pier. Both items have been removed to other places and are on display
