The study area was acquired by the Commonwealth Government in 1948, along with the adjoining city block between Little Lonsdale and La Trobe streets. The two blocks were intended to be redeveloped for Commonwealth office buildings. The block to the north of the study area was cleared of buildings in order to make way for the massive multi-storey Commonwealth Centre (designed in 1953 and opened in stages between 1958 and the early 1960s) and Telecom telephone exchange (built in the 1970s). The Commonwealth Centre (known to many as the green latrine') was itself demolished in 1989 and the site remains vacant. Within the study area itself, extensive redevelopment since the late 1940s resulted in the demolition of most buildings.
